Are strength and jumping worth training for backs, or worth part training to, say, level 10?

Yes or no, why?

yes to level 10 strength because it helps them break and make tackles and helps with rucking.

i prefer strength on scrumhalf s and inside centres in priority to the other positions

jumping isnt really worth worrying about but it will help with receiving kicks and up and unders.

fullbacks are priority jumpers

I like some jumping in my inside centres, they seem to compete for a lot of Up and Unders in the ME
